These are the annexes and supplementary documentation we’ve compiled that support our core RIIO-ED2 Business Plan document.

Annex 4A.1: Future System Strategy

This annex summarises our over-arching Future System Strategy. It acts as an index to full range of supporting engineering strategies and summarises the network interventions we plan to deliver in RIIO-ED2.

Annex 4A.2: Load Related Expenditure Strategy: Engineering Net Zero

This is our strategy for creating the network capacity to accommodate our customers’ changing network needs. Including how we will accommodate EVs, heat pumps, and distributed generation.

Annex 4A.3: DSO Strategy

This annex is our detailed DSO strategy, it sets out how we are delivering DSO roles, activities, and infrastructure to help manage a more dynamic, decentralised, and interactive energy system.

Annex 4A.4: Network Asset Risk Strategy

This annex sets out our long-term strategy for managing the health and criticality our network assets, to deliver a safer, more reliable supply with lower environmental impact.

Annex 4A.5: Network Performance Strategy

This annex provides an overview of Network Performance for RIIO-ED2, including the improvements in Customer Interruptions (CI), Customer Minutes Lost (CML) and Worst Served Customers arising from our plans. We also set out our views on the RIIO-ED2 regulatory mechanisms.

Annex 4A.6: DFES

Our Distribution Future Energy Scenarios sets out our forecasts of customer's demand, generation and Low Carbon Technology requirements across a range of future pathways out to 2050.

Annex 4A.7: Climate Resilience Strategy

This annex is our first fully published Climate Resilience Strategy. It sets out how we are assessing the threats to our network arising from climate change, and how we are identifying adaptation requirements to manage these threats.

Annex 4A.8: Losses Strategy

This annex is our latest Losses Strategy, refreshed and updated for RIIO-ED2, including our view of losses forecasts. It sets out a summary of the direct and indirect actions we are taking to manage technical and non-technical losses on our network.

Annex 4A.9: Heat Strategy

This strategy will enable us to support our customers in the switch to affordable, reliable, and clean sources of heating.

Annex 4A.10: Substations and Switchgear Strategy; EHV to LV

This annex provides an overview of the condition driven interventions we will undertake to manage our substation and switchgear assets (<132kV) in RIIO-ED2. It includes a summary of the costs, drivers, and benefits of our plans.

Annex 4A.11: Cable Modernisation Strategy

This annex provides an overview of the condition driven interventions we will undertake to manage our underground cable assets (<132kV) in RIIO-ED2. It includes a summary of the costs, drivers, and benefits of our plans.

Annex 4A.12: Pilots and Light Current Strategy

This annex provides an overview of the asset modernisation we will undertake to manage our protection and light current assets in RIIO-ED2, including relays and pilots. It includes a summary of the costs, drivers, and benefits of our plans.

Annex 4A.13: OHL and ESQCR Strategy

This annex provides an overview of the asset modernisation we will undertake to manage our overhead line assets (<132kV) and maintain safe ground clearances in RIIO-ED2. It includes a summary of the costs, drivers, and benefits of our plans.

Annex 4A.14: SP Manweb 132kV Plants and Circuits Strategy

An overview of the Non-load related modernisation activities associated with the SP Manweb 132kV network and assets, planned for the RIIO-ED2 price review period. It includes a summary of the costs, drivers, and benefits of our plans.

Annex 4A.15: Civils and Flooding Strategy

This annex provides an overview of our condition driven civils, and flood resilience programmes of work for RIIO-ED2. It includes a summary of the costs, drivers, and benefits of our plans.

Annex 4A.16: Operational IT and Telecoms Strategy

This annex details SP Energy Networks’ operational IT and telecommunications (telecoms) investment plan in RIIO-ED2.

Annex 4A.17: Electricity System Restoration Strategy

This annex summarises our Electricity System Restoration strategy for RIIO-ED2. This sets out how we are managing the distribution system risks arising from a black start event and includes a summary of the costs, drivers, and benefits of our plans.

Annex 4A.18: Legal and Safety (CV14) Strategy

This annex summarises our Legal & Safety strategy for RIIO-ED2. It sets out how we are managing specific legal and safety obligations on our network (captured under the CV14 regulatory category) and includes a summary of the costs, drivers, and benefits of our plans.

Annex 4A.19: Rising and Lateral Mains Strategy

This annex summarises our Rising and Lateral Mains strategy. It sets out our plans to safeguard over 70,000 customers from deterioration of these assets in RIIO-ED2 and includes a summary of the costs, drivers, and benefits of our plans.

Annex 4A.20: Network Operating Costs Strategy

This annex summarises our RIIO-ED2 Network Operating Costs. This includes the day-to-day activities we carry out on the network; from inspecting and maintaining our assets, to our 24/7 fault repairs and vegetation management activities. It includes the costs, drivers, and benefits of our plans. Please note this annex has been redacted as it contains commercially sensitive information.

Annex 4A.21: Network Visibility Strategy

This annex sets out how we will collect, process, utilise and share key network data in RIIO-ED2. This includes the costs, drivers and benefits for monitoring and advanced analytics in our plans.

Annex 4A.22: LV Services & Cut Outs Strategy

This is our strategy to intervene on the assets connecting customer properties to our network. This is driven by increasing domestic demand and deteriorating asset condition.

Annex 4A.23: EJP and CBA Index

This annex details our full suite of published engineering justification documents. These are the technical and cost appraisals undertaken to develop robust, efficient, and fully justified intervention plans for 100% of our Load and Non-load plans. Please note we have not published any of our Cost Benefits Analysis (CBAs).

Engineering Justification Papers

Annex 4A.24: Investment Approval Process and Governance

An overview of the SP Energy Networks investment decision making and approval process, highlighting the rigorous internal governance framework implemented throughout the entire lifecycle of a discrete project or programme of works. Please note this annex has not been published due to the level of commercially sensitive information it contains.

Annex 4A.25: SP Manweb Company Specific Factors

This annex sets out the background, benefits and incremental costs associated with the uniquely interconnected SP Manweb network. It details the Company Specific Factors adjustment which applies to SP Manweb for RIIO-ED2. Please note this annex has been redacted as it contains commercially sensitive information.

Annex 4A.26: Achieving a step change in Whole System solutions and outcomes

The purpose of this annex is to set out our ambition to achieve a step change in Whole System solutions and outcomes. Please note this annex has been redacted due to commercially sensitive information and compliance with GDPR requirements.

Annex 4A.27: Strategic DNO

This annex contains a number of proposals for SP Energy Networks to act as a ‘Strategic DNO’ in RIIO-ED2; working at a local level to enable the decarbonisation of heat and transport by utilising the extensive engineering, network and local knowledge that we have as a DNO.

Annex 4A.28: Connections Strategy

This strategy contains our initiatives and commitments for our connections stakeholders in RIIO-ED2.

Annex 4A.29: OT Cyber Resilience Plan

This annex details how SP Energy Networks will improve maturity of the Cyber Resilience of the OT Systems. All cyber security information is restricted in line with Ofgem’s guidance.
