Connection Agreements are a key step in the connections process. They set out the legal terms for connecting to the SP Distribution (SPD) and SP Manweb (SPM) distribution networks.
National Terms of Connection
The generation, distribution and supply of electricity is governed by the Distribution Connection and Use of System Agreement (DCUSA). This is a multiparty contract which makes provisions for the use of the electricity systems to transport electricity to or from customers’ premises, and connection to electricity distribution systems.
Within DCUSA there are the National Terms of Connection (NTC). These terms govern the demand and generation of electricity. By being party to DCUSA, suppliers act on behalf of distributors to ensure that the NTC apply to all customers. However, there are some instances where site-specific connection terms are also required.
Site-specific Connection Terms
Where a site-specific connection agreement is required, there are two types of connection agreements:
- Bespoke Connection Agreement
A Bespoke Connection Agreement is required where the connection is made at Low Voltage (LV) for generation where you have applied via a G99 application form. They are also required where your connection is for generation (including in instances where the generation has no export to the network) or for demand connections where they are connected at a High Voltage (HV) level or above. The Bespoke Connection Agreement will include the specific connection arrangement, the responsibilities of each party and any conditions that apply.
- Bilateral Connection Agreement
A Bilateral Connection Agreement is used in line with DCUSA obligations, with each Independent Distribution Network Operator (IDNO) connection requiring an appropriate Bilateral Connection Agreement to clearly outline the responsibilities, liabilities, and indemnities of both parties on a site-specific basis. These responsibilities are set out within DCUSA and ensure a consistent approach.
Where a bespoke or bilateral connection agreement is required, it must be signed by both parties prior to energisation.
Modifications to Site-specific Connection Agreements
Any works required to reinforce an existing connection, or any agreement by SPD/SPM to modify your current connection terms (for example, increasing or reducing your Maximum Import/Export Capacity), will require your Bespoke or Bilateral Connection Agreement to be updated to reflect the agreed changes. This updated agreement must be signed by both parties.
Operational Notifications
If your connection is a new generation connection, you may be required to confirm compliance with the relevant requirements of Engineering Recommendation (EREC) G99. This is carried out through additional compliance checks completed by SPD/SPM. These may include the completion of an Energisation Operational Notification (EON) and/or the completion of an Interim Operational Notification (ION). In all cases a Final Operational Notification (FON) will be required. Further details are provided below:
Energisation Operational Notification (EON) is applicable to Type D generation only (Type D generation refers to large-scale power producers ≥ 50 MW or connecting at ≥ 110kV). An EON is issued to the Generator to permit connection to the network and energisation. Once all the required information has been provided, an Interim Operational Notification (ION) can be obtained, which authorises initial export at a limited output. This limitation remains in place until the relevant voltage control tests have been successfully completed.
Interim Operational Notification (ION) is applicable to Type D projects which have unresolved issues but can begin operation, subject to the terms outlined in the ION. If necessary, the ION can be extended, but the maximum length of time that an ION can be used is 24 months. If the issues remain beyond this period, then it will be necessary to obtain a derogation from Ofgem.
Final Operational Notification (FON) is applicable to Type A, B, C and D projects which have completed the full set of commissioning tests and has submitted a completed Power Generating Module Document (PGMD) and all the required data. The FON forms a formal part of the Bilateral Connection Agreement between the Distribution Network Operator (DNO) and the Customer. Regardless of your type of connection, the completion and signing of this notification will be required.
