In December 2024, the National Energy System Operator (NESO) submitted proposals to Ofgem to transform the electricity connections process. The goal is to prioritise projects that are ready and needed to deliver clean power for Great Britain by 2030. Ofgem has approved these reforms, which are now part of industry-standard licence conditions and the Connection and Use of System Code (CUSC).
What’s changing?
Connections Reform is a major overhaul of the UK’s electricity grid connection process. It will be implemented in two phases:
- Gate 2 to Whole Queue (G2tWQ): reorganises the current list of projects waiting to connect to the grid.
- Enduring Target Model Option 4+ (TMO4+): after the queue is reorganized under G2tWQ, new applications will apply in specific windows and progress through a gated system.
Supporting customers
Throughout 2025, teams in SP Distribution (SPD, Scotland) and SP Manweb (SPM, England & Wales) have supported projects navigating G2tWQ by:
- Meeting to discuss project-specific details.
- Issuing guidance on evidence submission.
- Communicating G2tWQ realignment outcomes.
- Hosting customer-focused webinars.
2026 and beyond
We will continue to support customers by:
- Hosting regular webinars on G2tWQ, TMO4+, and wider industry changes.
- Providing a consistent point of contact through our Customer Liaison Team in the SPD and SPM areas.
- Issuing connection offers in accordance with the NESO timeline.
