ED3 (Electricity Distribution price control 3) is the investment plan that will guide how local electricity networks operate between 2028 and 2033. It will determine what gets upgraded, how resilient the network is, how ready it is for electric vehicles, heat pumps, renewables and how well it works for the realities of everyday life.

For the first time, this ED3 plan brings together SP Energy Networks and SP Electricity North West under a single, coordinated approach, following the North West network joining the ScottishPower / Iberdrola group in 2025.

What happens next
This isn’t a single conversation: it’s a process.
We’ll submit our plan to Ofgem in December 2026, we expect a decision from Ofgem in December 2027, then we’ll start delivery in April 2028.What you tell us now influences what gets tested, prioritised and funded later.
