RIIO-T2 Team

Jim Sutherland, RIIO-T2 Programme Director

Jim is RIIO-T2 Programme Director at SP Energy Networks.  He studied Electrical & Electronic Engineering at Strathclyde University before joining the energy industry in 1988. Initially he worked in the nuclear generation sector before moving into Scottish Power’s networks business. He has undertaken a variety of engineering and regulatory roles, including leading the development of the Western Link offshore transmission project through initial design, funding and contract placement.  He is a chartered engineer and a Fellow of the Institution of Engineering & Technology. In addition, he completed his MBA at Heriot Watt University in 1999. 

Craig McTaggart, Non-Load Investment Manager

Craig has 23 years’ experience in transmission and is a Chartered Engineer. He specialised in protection and control, working in project design and delivery and subsequently was responsible for policy, acting as the company’s design authority. He was the lead in the SPT and NGET joint venture for his area in the development of the Western Link, has represented the company in Cigré working groups and has led protection assessment for the Energy Networks Association. Most recently was responsible for all transmission system development, the interface with National Grid SO, management of connections and strategic asset management.

John Rodger, RIIO T2 Programme Manager, SP Energy Networks

John has more than 18 years’ experience managing major infrastructure projects around the world – working across all facets of design, delivery and construction for global, multi-disciplinary engineering consultancies. John SP Energy Networks, within the Transmission business, to manage and develop the multi-million pound customer connection portfolio. More recently John has worked as the Transmission Planning and Reporting Manager, working across all major project portfolios to ensure an efficient and co-ordinated delivery of the Transmission capital investment programme, prior to being appointed to his current role.

Stephanie Anderson, RIIO-T2 Policy and Economics Manager

Stephanie graduated from the Glasgow School of Art in 2008 with a Bachelor’s Degree in Architecture. In 2012, she graduated with an LLB(Hons) from the University of Strathclyde. In 2012, Stephanie joined SP Energy Networks’ Regulation Graduate Scheme where she spent a significant proportion of time developing SPEN’s licences for the ED1 price control. 

In 2014, Stephanie progressed into her role of Licence Development Manager where she managed all of SPEN’s licences, monitored external potential policy impacts and prepared consultation responses to Ofgem and BEIS on behalf of SPEN.  Stephanie also recently completed her ACCA Accountancy exams. 

Martin Hill, RIIO-T2 Load Investment Manager   

Martin is leading the development of the load related investment to ensure that users consume and generate the transmission network can be accommodated.  He is also responsible for the planning of how the business plan will be delivered.   Martin joined Scottish Power in 2005 after graduating from the University of Strathclyde with a Master’s degree in Electrical and Mechanical Engineering.  He also holds an MBA from Warwick Business School.  His experience has been gained across a number of roles including operational projects, Investment Planning, Corporate Strategy, Future Networks and Head of Engineering Design and Standards. 

Current Role:  Andrew Stanger, RIIO-T2 Finance and Modelling Manager

Andrew is an Accountancy graduate and trained in practise with KPMG, spending seven years with the firm, including two with their New Zealand practise, prior to joining Scottish Power.  Andrew is a Fellow of the Association of Chartered Certified Accountants with 14 years’ experience in Energy Networks regulatory finance with Scottish Power.  He has extensive experience across several price control settlements and lead the finance team for our RIIO ED-1 negotiation.  Andrew has a breadth of experience from working in financial reporting, business operational reporting, merger, benchmarking and business restructure projects.

Suzanne Taylor, RIIO T2 Stakeholder Engagement & Communications Manager

Suzanne has more than 13 years’ experience in the electricity industry, working across both liberalised and regulated businesses.  After graduating from the University of Strathclyde in Law and Marketing, Suzanne joined Scottish Power Energy Retail. Suzanne gained experience in various roles in Customer Services and Commercial before moving to SP Energy Networks.  Suzanne worked in Distribution Policy, with specific responsibilities for Industry Governance, Trading Operations and smart metering before moving to lead the Social Obligations team prior to being appointed as the Stakeholder and Communications Manager for RIIO-T2.

RIIO-T2 business areas

Load

Define the strategy and plans for how the transmission system will need to evolve to accommodate changing load patterns, a different generation landscape and new commercial models.

Non Load

Define the strategy and detailed delivery plans for all asset condition-related investments. Ensure that network asset risk is adequately managed and aligned with stakeholder expectations and that innovation is at the core of asset investment plans.

Policy and Economics

Define policy and cost of capital strategy to adapt to the evolving external environment and align to internal plans.

Finance and Modelling

Define robust strategies and policy for financeability, taxation, pensions and workforce renewal. Ensure BPDT and PCFM submissions are relevant, complete, accurate, and presented in accordance with the RIGs.

Programme Management Office

Provide the overview and coordination across the workstreams to ensure project governance and management oversight. Charged with creating a robust project programme to monitor and report on progress.
