We have published our full consultation response to Ofgem's RIIO-T3 Draft Determination (DD). We welcome the DD and its intention to support the Clean Power 2030 (CP2030) ambition, aligning with Ofgem’s statutory duties on growth and net zero.
Our response outlines the essential changes needed to make them achievable and address critical funding gaps.
We are confident our proposed adjustments to the Draft Determination will enable us to deliver the transformation needed to meet our shared decarbonisation goals.

Our Independent Stakeholder Advisory Council (INZAC) also submitted a response to the consultation. Angela Love, Chair of the INZAC commented:
“I am really pleased to provide the detail of the SP Energy Networks (SPEN) Independent Net Zero Advisory Council (INZAC) report to Ofgem on their RIIO3 Draft Determination for SPEN. The INZAC serves as SPEN’s Independent Stakeholder Group (ISG), which was mandated by Ofgem.
This report is a culmination of many months of work by the INZAC, where we have questioned, challenged and assisted SPEN on the thinking behind their business plan proposals but most importantly how they have engaged with their stakeholders and customers, and how the plan addresses their needs and feedback.
I would encourage you read the detailed report to see the aspects that the INZAC believe warrant further attention from Ofgem, where the INZAC has concerns around Ofgem’s proposals and where, in the main, the INZAC supports what Ofgem is proposing.
I commend the INZAC members for their dedication throughout this process and the constructive way in which they have engaged with SPEN. In addition, I would like to thank SPEN for the professional way in which they have approached working with the INZAC and the initiative that they showed in setting up the INZAC before Ofgem mandated the ISGs.
